Description

JOB PURPOSE:
Planning, organizing, supervising, coordinating and controlling the activities of the Engineering Department functions which are necessary in maintaining the physical structures, HVAC, mechanical, electrical systems, utilities and grounds of the hospital in an operative and safe working condition.
 
KEY RESPONSIBILITIES:
1. Manages recruitment, retention and evaluation of Engineering department personnel.
a. Reviews job descriptions and performance expectations with staff on a regular basis.
b. Prepares professional development plans for supervisory personnel, review other plans as prepared by designated personnel.
c. Prepares and reviews performance appraisals with personnel.
d. Provides on-going training to improve job performance.
e. Approves employee selection and termination process for the department.
f. Monitors overall employee retention rate to ensure organizational goals are achieved.
2. Establishes and implements policies for the operation of the Engineering Department.
a. Prepares and reviews policies and procedures for the Engineering Department.
b. Reviews policies and procedures with the Vice President of Patient and Facilities Services and appropriate committees for review and approval.
c. Reviews and educates departmental personnel about policies and procedures.
d. Monitors the effectiveness of the policies and procedures and makes recommendations for changes as needed.
e. Ensures departmental compliance with all hospital policies and procedures.
3. Prepares, manages and monitors the budget and scorecard for the department.
a. Prepares capital, operational and salary budgets for the fiscal year.
b. Submits budget projections for review and approval to the Vice President of Clinical Support Services
c. Monitors monthly variance reports and provides justification and/or actions plans for all variances.
d. Monitors overtime budget to ensure compliance with organizational goals.
4. Manages the quality improvement process for the department.
a. Educates departmental personnel on principles and techniques of quality improvement.
b. Identify quality improvement opportunities for the Engineering Department.
c. Collects and trends data concerning services provided by the Engineering Department to monitor level of service.
d. Works with the Quality Management Department to improve quality within the Engineering Department.
e. Participates in research and applies information to improve engineering services.
f. Ensures departmental safety huddles are conducted on a daily basis.
5. Manages the utilization of resources and staff for effective and efficient service.
a. Oversees the development of work schedules for effective coverage of the Engineering Department.
b. Develops strategies to ensure productivity levels are consistent with organizational goals.
c. Tracks personnel use of annual leave, attendance and tardies.
d. Oversees the approval of time cards for payroll processing.
6. Assists in construction projects for the facility.
a. Attends construction planning and progress meetings.
b. Reviews construction project cost estimates.
c. Reviews all construction drawings and submittals.
d. Reviews all ASI’s, change proposals and change orders.

Requirements

MINIMUM EDUCATION REQUIRED:

High school graduate required. College degree or equivalent preferred

MINIMUM EXPERIENCE REQUIRED:

Ten years of experience in a related engineering setting. Two years supervisory experience required.

 

MINIMUM LICENSURE/CERTIFICATION REQUIRED BY LAW:

None.

 

ADDITIONAL QUALIFICATIONS:

Substantial knowledge of electrical, plumbing, mechanical, building structure and construction, understanding of life safety systems, regulatory requirements governing hospitals and an understanding of budgeting procedures preferred.
